JP Emisiona Tehnika i Veze, hereinafter referred to as &quot;the Employer&quot;, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Civil Works: Construction and Reconstruction for 88 existing sites and Sombor and Kikinda. The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: 1 contract - Construction and Reconstruction for 88 existing sites and Sombor and Kikinda: &bull; 18 sites of building a new antenna tower, repairing of building, ventilation and other &bull; 70 sites of repairing of building, ventilation and other &bull; Sombor and Kikinda &ndash; Both greenfield construction sites with area of approx. 150 m2, mast of ~ 105m high, electricity connection, road and additional infrastructure, fence Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: &bull; A consistent history of historical non-performance and/or litigation awards against the Tenderer or any partner of a joint venture may result in rejection of the tender. &bull; The audited balance sheets for the last three years (2011, 2012 and 2013) shall be submitted and must demonstrate the soundness of the Tenderer's financial position, showing long-term profitability. Where necessary, the Employer will make inquiries with the Tenderer's bankers. &bull; The Tenderer shall have an average annual turnover (defined as annual earnings, expressed in its equivalent of a defined currency) as a contractor over the last five years (2010, 2011, 2012, 2013 and 2014) of EUR 30 million equivalent. In a case of JVCA the lead partner of JVCA shall have average annual turnover of at least 60% of EUR 30 million (EUR 18 million equivalent) over the last five years (2010, 2011, 2012, 2013 and 2014) and every member of JVCA shall have average annual turnover of at least 10% of EUR 30 million (EUR 3 million equivalent) over the last five years (2010, 2011, 2012, 2013 and 2014). The turnover value in other currencies than the defined currency should be recalculated into that currency based on the exchange rate as of the 1st of July of each year reported, as set by National Bank of the Republic of Serbia. &bull; The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than EURO 4.000.000 equivalent, taking into account the Tenderer's commitments for other contracts. The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last 3 years; in addition, the following specific experience: The Tenderer shall meet the following minimum criteria: (a) successful experience as a main contractor in the execution of at least 3 contracts of a magnitude comparable to the proposed contract (of which at least one including construction of steel tower of over 100m) within the last 3 years. For assessment purposes the values of each of the referred contracts shall be not less than the equivalent of EUR 4.000.000; The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer's Requirements. (b) Each JVCA member shall have successful experience as a main contractor in the execution of at least 1 contract in the field of construction works worth not less than the equivalent of EUR 1.000.000 within the last 3 years. (c) the Tenderer shall have the following certificates or foreign equivalent thereof: i. ISO 9001 (in a case of JVCA each partner in a JVCA shall have ISO 9001) ii. ISO 14001 (in case of JVCA at least one partner shall have this certificate) iii. OHSAS 18001 (in case of JVCA at least one partner shall have this certificate) iv. EN ISO 1090-2 &ndash; conformity of the factory production control (in case of JVCA at least one partner shall have this certificate). (d) the Tenderer shall have the following licences: i. I203G1 &ndash; licence for construction of objects with a height above 50 metres issued by Ministry of Construction of the Republic of Serbia (in case of JVCA at least one partner shall have this certificate) ii. I091A1 &ndash; licence for construction of objects in national park areas (in case of JVCA at least one partner shall have this certificate) In addition, the following specific operations and works experience shall be demonstrated: e) successful experience as a main contractor in construction of at least 2 steel construction towers with a height of 100 metres or more in past three years in one or more contracts. f) successful experience as a main contractor in construction of at least 10 steel construction towers with a height of 30 metres or more in past three years in one or more contracts. &bull; The Tenderer shall provide suitably qualified personnel to fill the following positions.
