2016/S 007-007465 GENERAL PROCUREMENT NOTICE Project name: MEPSO: Macedonia &ndash; Albania Transmission Phase 1 Country: FYR Macedonia Business sector: Power and Energy Project ID: 8132-GPN-46274 Funding source: EBRD loan proceeds Type of contract: Project goods, works and services Type of notice: General Procurement Notice Issue date: 6 January 2016 Closing date: 6 January 2017 AD MEPSO (the Borrower or the Company), the electricity transmission system operator (TSO) in FYR Macedonia intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] and grant money provided by Western Balkans Investment Framework and Luxemburg for the Macedonia &ndash; Albania Transmission Project, Phase 1. The Project will enable AD MEPSO to construct the Macedonian portion of the planned 400 kV cross-border electricity interconnection between FYR Macedonia and Albania, the first interconnection between the two countries, and the introduction of grid efficiency improvements to the MEPSO&rsquo;s infrastructure. The Project will provide crucial cross-border infrastructure, delivering transition impact through the expansion of competitive market interactions and setting standards for corporate governance and business conduct. The proposed project, which has a total estimated cost of about EUR 49.0 Million equivalent, will require the procurement of the following goods, works and services: &bull; Construction of a new single circuit 400kV overhead transmission (&ldquo;OHT&rdquo;) line from the Bitola 2 Substation (&ldquo;B2 SS&rdquo;) to Ohrid Substation (&ldquo;Ohrid SS&rdquo;); &bull; Construction of a new single circuit 400kV OHT line from Ohrid substation to the connection point at the Macedonian - Albanian border; &bull; Construction of a 400/110 kV substation in Ohrid; &bull; Unbundling and construction of 110 kV connections; &bull; Extension of the B2 Substation; &bull; Implementation of Grid Efficiency Components as (i) The upgrading of a Supervisory Control and Data Acquisition System (SCADA); (ii) Hardware and associate Software to improve energy forecasting and load dispatch for renewable power plants; (iii) Automated Demand Response; (iv) Implementation of Wide Area Monitoring System (WAMS); (v) Study for the effects of Plug-in Electric Vehicles (PEV) on the Transmission Grid in Macedonia; (vi) Solution for monitoring and forecasting production from preferential producers of electricity with an integration in Smart Grid Network, and &bull; Project Implementation Unit (PIU) Consulting Services. Tendering for the PIU Consultancy Contract is expected to begin in the Q1 2016, tendering for the Grid Efficiency Components is expected to commence Q1 2016, and the remaining components by Q3/4 2016. Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
