2015/S 212-384006 INVITATION FOR BIDS Construction of Flood Protection Measures &ndash; Rehabilitation of the Storm Water Pumping Stations Javna Ustanova Vode Srpske The Bosnia and Herzegovina represented by the Ministry of Finance and Treasury and Republika Srpska represented by the Ministry of Finance of Republika Srpska (both hereinafter referred to as &ldquo;the Borrower&rdquo;) has received a loan from the European Investment Bank &ndash; EIB (hereinafter referred to as &ldquo;the Bank&rdquo;) &ndash; for financing the costs of the Project &ldquo;Emergency Flood Relief and Prevention - A&rdquo; (hereinafter referred to as &ldquo;Project&rdquo;). This Invitation for Bidders relates to the Contract which shall be signed and implemented by JU Vode Srpske (hereinafter referred to as &ldquo;the Employer&rdquo;) and refers to the civil, mechanical and electrical renovation and rehabilitation of the storm water pumping stations (PS) in Municipalities of Kozarska Dubica (Glavinac PS and Una PS), Novi Grad (Grad PS), Gradi&scaron;ka (Orahova PS, Kej PS, Matura PS, Liman PS and Dolina PS), Srbac (Bajinci PS, Ina PS and Povelic PS), Brod (Ivanjsko Polje PS1 and PS2), Bijeljina (Topolovac PS1 and PS2, Domuz Skela PS and Begov Put PS), Samac (Rudine PS and Duga PS) and replacement and/or rehabilitation of the gates on the lateral channels in Brod (self-closing gate), Seliste (Gate Balatun ) and Raca and on the channels in Dascnica and Old Dasnica Channel (Gate Vistoc). &nbsp;Description of the Contract: <br /> The Employer invites firms to submit a sealed bid for the Contract to be funded from the proceeds of the EIB loan. The proposed contract will be based on the Conditions of Contract for Plant and Design-Build for Building and Engineering Works Designed by the Contractor - the Yellow Book, First Edition 1999, published by the F&eacute;d&eacute;ration Internationale des Ing&eacute;nieurs-Conseils (FIDIC). The scope of the Contract shall be the design and implementation of works for the civil, mechanical and electrical renovation of storm water pumping stations and gates all as defined within the contract document. Within the scope of the project shall be the repair of existing pumps, transformers and other electrical equipment. <br /> The scope of the works covers the construction works for: <br /> 1. Repair/Rehabilitation works of the Pumping Stations Grad and Rudine: The water retaining structures and frameworks of the pumping stations will be kept and rest will be demolished. General scope of civil, mechanical and electrical works for these pumping stations are as follows: <br /> &bull; Civil works shall include, but not limited to: cleaning/removing of the damaged concrete surfaces of inlet screen channels and sump; reconstruction of structures. <br /> &bull; Mechanical works shall include, but not limited to: general maintenance or replacement of existing pumps with motors; installation or upgrading of pump lubrication systems; installation of new screens; installation of protective covers on screens and discharge structures; installation of new ventilation systems and air conditioners for control rooms. <br /> &bull; Electrical works shall include, but not limited to supply, installation and commissioning of electrical equipment such as: testing and replacement of electrical installations: replacement of MCCs; replacement of LV and HV switchers; replacement of switchers and connectors in transformer stations; general maintenance and/or replacement of transformers; installation of SCADA system and installation of anti-theft and fire alarm systems. <br /> 2. Repair/Rehabilitation works of seventeen pumping Stations: The water retaining structures and frameworks including walls of the pumping stations will be kept and fine works will be implemented for rehabilitation. General scope of civil, mechanical and electrical works for these pumping stations are as follows: <br /> &bull; Civil works shall include, but not limited to: rehabilitation of pump houses and annexes; reconstruction of roofs; replacement of exterior and interior doors and windows; tiling and fine works on the floors; facade rehabilitation; rehabilitation of inlet screen and discharge channels; rehabilitation of fence; rehabilitation of sanitary and plumbing installations. <br /> &bull; Mechanical works shall include, but not limited to, supply, installation and commissioning of mechanical equipment such as: general maintenance and/or replacement of existing pumps with motors; replacement and/or upgrading of lubrication systems; installation of screens; installation of protective covers on screens and discharge channels; installation of ventilation systems and air conditioners for control rooms. <br /> &bull; Electrical works shall include, but not limited to, supply, installation and commissioning of electrical installations: replacement of MCCs; replacement of LV and HV switchers; replacement of switchers and connectors in transformer stations; general maintenance and/or replacement of transformers; installation of SCADA: and installation of anti-theft and fire alarm systems. <br /> 3. Repair/rehabilitation of Gate on the Lateral Channel in Raca <br /> 4. Repair/rehabilitation of Gate on the Dasnica Channel <br /> 5. Design and construction of the Gate on the Lateral Channel in Brod. <br /> 6. Repair/rehabilitation of the Gate Visoc/channel Stara Dasnica <br /> 7. Repair/rehabilitation of the Gate Balatun/lateral channel Seliste &nbsp;Period of implementation of contract: <br /> It is anticipated that the Contract will commence in March 2016 with a maximum duration of 749 days ending in April 2018. &nbsp;Selection criteria: <br /> The following selection criteria must be satisfied by bidders to be qualified for the award of the Contract. <br /> &bull; The Bidder shall be a registered firm or consortium or joint venture or natural person capable of carrying out the specified Works. The average annual turnovers within the last 3 years shall be not less than EUR 15,000,000 (or equivalent in BAM). <br /> &bull; In the case that the Bidder will be a joint venture or consortium, the Leading Partner of the joint venture should have an average annual turnover over the last three years of not less than EUR 9,000,000 (or equivalent in BAM), each member of the joint venture should have an average annual turnover over the last three years of not less than EUR 4,500,000 (or equivalent in BAM), <br /> &bull; The Bidder shall demonstrate that he has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated at not less than EUR 2,000,000 (or equivalent in BAM) taking into account the applicant&rsquo;s commitments to other contracts. <br /> &bull; The Bidder shall have completed at least 2 contracts each of value exceeding EUR 9,000,000 and of similar nature and complexity to the works concerned within this Bidding procedure and completed both in the period: from 1st May 2009 to application submission deadline. Completion shall be proven via signed client completion certificates. The contracts should include civil engineering construction and supply and installation of mechanical and electrical equipment. Contracts including only Civil Engineering construction shall not be considered. The Employer reserves the right to ask for copies of certificates of final acceptance signed by the engineers/employers of the contracts concerned. <br /> &bull; Key personnel shall have at least 8 years&rsquo; experience in tasks they are proposed for and proven qualifications relevant to works of a similar nature to that of the present project (Except for the Contractor&rsquo;s Representative and SCADA Expert who shall respectively have 10 years experience in works of a similar nature and complexity). <br /> &bull; The bidder shall either have a registered legal entity in Republika Srpska that shall have the role of a Tax Representative or upon award of any contract arising from the procurement, shall register such a company. &nbsp;Award criteria: <br /> The Contract will be awarded to the technically responsive and compliant bid with the lowest evaluated price. The Employer bears no responsibility for the delivery in such case. <br /> Bidders must provide a Bid Guarantee of EUR 180,000 equivalent when submitting their tender. This guarantee will be released to unsuccessful bidders once the Bidding procedure has been completed and to the successful bidder upon signature of the contract by all parties. <br /> All bids must be delivered in closed envelopes, indicating &ldquo;Bid for Construction of Flood Protection Measures &ndash; Pumping Stations&rdquo;, not later than 14:00 on 28 January 2016 at the following address: <br /> JU &ldquo;VODE SRPSKE&rdquo; BIJELJINA, Milo&scaron;a Obilića 51, 76 300 Bijeljina, Bosnia and Herzegovina. <br /> An additional copy of the completed bid documents shall be submitted to the Promoter with address as follows: <br /> Ministry of Agriculture, Forestry and Water Management, Trg Republike Srpske br. 1, 78000 Banja Luka, Contact Person: Mr. Mihajlo Stevanović <br /> The envelope including the additional copy shall NOT be opened before the contract is signed always providing that no complaints are submitted. <br /> Bids will be opened at 14:30 on 28 January 2016 in the presence of those bidders&rsquo; representatives who choose to attend. <br /> The mandatory language for communications during the tender procedure shall English. The Serbian language is not mandatory for communications. The bidder can submit questions in either English or in both languages. The Evaluation Committee may issue its answers in both languages, but it is mandatory that the Evaluation Committee issues clarifications in English. &nbsp;Mandatory Site Meetings <br /> There shall be mandatory Site Meetings &amp; a Clarification Meeting. The Site Meetings shall take several days and shall show potential bidders examples of the main types of pumping stations and gates.
