2015/S 178-322642 Invitation for tenders Project name: Regional and Local Roads Programme Country: FYR Macedonia Business sector: Transport Project ID: 7991-IFT-39311 Funding source: EBRD Type of contract: Goods, works, and services Type of notice: Invitation for Tenders Issue date: 10/09/2015 Closing date: 26/10/2015, 13:00 This Invitation for Tenders follows the General Procurement Notice for this project, which was published on the EBRD website, Procurement Notices (<a target="_blank" href="http://www.ebrd.com" class="ojshref">www.ebrd.com</a>) on 6 October 2008; 12 July 2010 and 15 October 2012 and on 6 May 2015. Public Enterprise for State Roads (PESR), hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the abovementioned project. The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: Procurement of: Installation of Improved Road Lighting Control System The purpose of this procurement is introduction of centralised lighting management, lighting optimisation and energy savings system (lighting electricity consumption). The main objectives of the project shall be: • Achieve a high availability, increase efficiency, energy savings and improving the standards of the integrity for monitoring and management of the lighting system in PESR. • Provide scalability for the future systems upgrade, that in future system can be implemented over the full extent on the state roads (motorways, national and regional roads). • Setting up Information Technology and Communication (ITC) infrastructure for monitoring and management of the proposed lighting system in the best possible manner for cost reduction on electricity power, using the existing lighting equipment. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: Experience: Participation as contractor, management contractor, or subcontractor, for carrying out Works that includes Installation of Improved Road Lighting Control System on road (motorway, national or regional road) within the last five years, with a total value of the executed work of at least MKD 20,000,000.00 that have been successfully and substantially completed proved by Certificate for successfully completed work and that are similar to the subject of this procurement. The similarity shall be based on the full and reduced power (methods/technology) or other characteristics as described in Section VI, Employer’s Requirements. For the above or other contracts executed during the period stipulated in 2.4.2(a) above, a minimum experience in the following key activities: 350 pcs lights installed with device for full and reduced power consumption. Personnel Capabilities: Project Manager (Electrical engineer), which must have at least 6 years of total work experience with at least 3 years in similar works; 2 electrical installers, which must have at least 3 years of total experience with at least 2 years in similar works and 2 electricians, which must have at least 3 years of total experience with at least 2 years in similar works. Equipment Capabilities: The tenderer shall own, or have assured access to (through hire, lease, purchase agreement, availability of manufacturing equipment, or other means), the following key items of equipment in full working order, and must demonstrate that, based on known commitments, they will be available for use in the proposed contract. The Tenderer may also list alternative equipment which he would propose to use for the contract, together with an explanation of the proposal. (i) Auto-bucket machine for raising over 13m for performing installation of lights on steel electrical poles. Financial Capabilities: the Tenderer must demonstrate annual average turnover of 25,000,000.00 MKD calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years (2012, 2013 and 2014). The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement: 9.000.000,00 MKD. More detailed qualification requirements are presented in the Tender documents.
