Public enterprise for state roads hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Procurement and placement of traffic signs, road marking and equipment on the following National roads: Lot No. 1 National road A2 Prilep &ndash; Bitola and A3 Gostivar &ndash; Kičevo Lot No. 2 National road A4 &Scaron;tip &ndash; Border crossing Novo Selo and A2 Kumanovo &ndash; Border crossing Deve Bair The Public enterprise for state roads now invites sealed tenders from suppliers/contractors for the following contracts to be funded from part of the proceeds of the loan: &bull; Lot No. 1 National road A2 Prilep &ndash; Bitola and A3 Gostivar &ndash; Kičevo Goods consist of placing traffic signs that are standard and non-standard, boards, road equipment, guardrails and road markings in the western part of the Republic of Macedonia. &bull; Lot No. 2 National road A4 &Scaron;tip &ndash; Border crossing Novo Selo and A2 Kumanovo &ndash; Border crossing Deve Bair Goods consist of placing traffic signs that are standard and non-standard, boards, road equipment, guardrails and road markings in the eastern part of the Republic of Macedonia. Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following requirements: Experience: Experience as a Supplier, in at least 1 (one) contract for carrying out Goods that includes placing traffic signs, road markings and equipment on roads within the last 5 (five) years, with a value of at least Euro 450,000.00 equivalent for Lot No. 1 and Euro 500,000.00 equivalent for Lot No. 2, that has been successfully and substantially completed and that is similar to the proposed Goods. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements; Personnel Capabilities: Project Manager (Traffic engineer) no.1 per Lot, which must have at least 10 years of total work experience with at least 7 years in similar works; traffic engineer no.1 per Lot, which must have at least 7 years of total experience with at least 5 years in similar works; civil engineer no.1 per Lot, which must have at least 5 years of total experience with at least 3 years in similar works and mechanical engineer no.1 per Lot, which must have at least 5 years of total experience with at least 3 years in similar works. Equipment Capabilities: the Tenderer should own or have assured access to the following key equipment: (i) Equipment for excavation trencher, (ii) Road marking machine (iii) Machine for placing flexible guardrail and (iv) Crane for elevation of traffic signs of bigger size. The above equipment applies for both Lots. Financial Capabilities: the Tenderer must demonstrate an annual average turnover of not less than EURO 1,250,000.00 equivalent for Lot No. 1, EURO 1,500,000.00 equivalent for Lot No. 2, or a minimum of the sum of the average annual turnover required for each Lot for which the tenderer is submitting its tender calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years. The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement: Euro 660,000.00 equivalent for Lot No. 1 and Euro 785,000.00 equivalent for Lot No. 2, taking into account the Tenderer's commitments for other contracts; Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of 250 Euro or 15,000.00 MKD (Macedonian Denars).
