2014/S 177-312024 Project name: Digital Switchover Project Country: Serbia Business sector: ICT Project ID: 7693-EOI-46114 Funding source: EBRD Type of contract: Consultancy Services Type of notice: Request for Expressions of Interest Issue date: 10 September 2014 Closing date: 29 September 2014 (14:00 hours) This notice follows the General Procurement Notice (GPN) for this project, 7280-GPN-46114, published on the Bank's website on 14 February 2014. The European Bank for Reconstruction and Development (EBRD or the Bank) is considering an up to EUR 31 million, sovereign guaranteed loan to public company JP Emisiona Tehnika i Veze (ETV) for the purposes of financing the second phase of the switchover from analogue to digital TV and radio broadcasting in Serbia (DSO or the Project). ETV is a public company incorporated in October 2009 for the purpose of implementing DSO and managing the national TV broadcasting infrastructure in Serbia. ETV has been set up to ensure equal quality of and access to the new digital network to all broadcasters, either public or private. The Project is implemented by ETV jointly with the Ministry of Trade and Telecommunications (MoTT) and supported by other stakeholders such as RATEL, the telecom regulator. The deadline for finalising DSO in Europe is 17 June 2015 as set by the Regional Radio Communication Conference held in June 2006 in Geneva. A consulting firm ("Consultant") shall be selected to assist ETV with project management and supervision in the implementation phase. The assignment has following key objectives: • To provide project management advice and capacity in completing a project plan and following through with each activity and deliverable with the involved parties • To proactively assist ETV with contract management of the Equipment delivery and installation contract • To transfer knowledge and skills to ETV ETV wishes to engage experienced consultants to assist with implementation of the Project by undertaking the following tasks: Task 1: Project management and administration • Initiating the Roll-out project and preparing the complete project definition documentation. The project definition documentation shall be defining all relevant elements for efficient project execution, such as: work breakdown structure (WBS), key deliverables, organisation structure, project plan, quality assurance plan, health and safety plan, communication plan, description of roles and responsibilities, project reporting, change management, risk management, deviation management and handling of project and technical documentation • Supporting and guiding ETV in establishing the project organisation structure compatible with the project definition documentation • Managing the project according to the project definition documentation for the whole time of project execution • Administrating the project with daily management, reporting, communication, resolving issues and executing other administrative tasks according to the project needs • Training of the ETV staff on project management and execution of the project Task 2: Technical and organisational assistance for installation activities • Developing and approving all important technical documentation for supporting and enabling the installation activities, such as: factory acceptance reports, test reports, site reports, commissioning reports, installation reports, site acceptance reports, health and safety reports, customer acceptance report and other reports relevant for the efficient project execution • Surveillance and support to ETV for installation and commissioning processes • Providing technical coordination in order to assure coordination of all installation works and teams • Assuring that all relevant documentation, databases, reports and other escorting documentation necessary for installation is in place and used by ETV • Providing technical support to the ETV and its staff in field of mains power supply, co-location preparation, equipment placement and related activities • Assisting ETV in establishing required logistics, delivery and installation processes • Training on how to prepare, use and maintain the technical documentation Task 3: Coordination of activities with suppliers • Preparing detailed planning and coordination of activities deriving from respective suppliers contracts with the goal to assure all prerequisites on sites prior to equipment installation • Supporting ETV in coordination and communication with respective suppliers • Supporting ETV in planning installation activities and executing technical acceptances of purchased equipment and services; if required including presence in suppliers premises for execution of planning and acceptance activities • Preparing and supporting ETV with customer acceptance tests, reports and other quality assurance activities Task 4: Supporting ETV in establishing the capacity for efficient operation of new DVB-T2 networks • Preparing the operational procedures in order to enable documented and efficient operation of the newly built ETV networks, such as: procedure for handling the technical documentation, fault correction procedure and spare parts handling procedure, maintenance procedure, surveillance and monitoring procedure, service help desk • Preparing a draft "Rules of operation" describing the responsibilities and obligations of all parties in ETV's DVB network. This document should include "point of responsibility" between ETV and content providers and other important rules and technical data from ETV's DVB network • Training on implementation and execution of operational procedures Due to the complexity of the project and the deadline of 17 June 2015 it is expected that significant on-site presence in the country of assignment will be required and that hands-on support to ETV will be provided upon request as dictated by the needs of the Client and the Project. Assignment Start Date and Duration: It is currently envisaged that the assignment will commence in November 2014 and will have duration of approximately 9 months with extensive field presence of the consulting team. Cost Estimate: EUR 199,400.00; Exclusive of VAT. Extensions up to additional EUR 100,000.00 are subject to the project developments and the Consultant's performance. Client Contracting: The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed. Funding Source: Through EBRD loan proceeds. Eligibility: There are no eligibility restrictions except that the proceeds of the Bank's loan may not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Chapter of United Nations. Persons or entities, or suppliers offering goods and services, covered by such prohibition shall therefore not be eligible for the award of Bank-financed contracts. Executing Agency/Client: JP Emisiona Tehnika i Veze Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with extensive experience in the sector, having successfully delivered similar consultancy services under at least three projects of similar nature and complexity in the last 5 years. It is envisaged that the Consultant's team will include at least the following key experts: Key Expert 1, Senior project management expert The expert should demonstrate through his/her CVs the following knowledge and professional characteristics: Qualifications and skills: • Education at least University degree (where a university degree has been awarded on completion of at least four years of study in a university or equivalent institution) in a field relevant to this assignment (e.g. electronic communications, telecommunications, TV broadcasting engineering or similar) • Skilled in project management and use of project management tools and methods; project management certificates will be an advantage • Excellent organisational, coordination, facilitation and presentation skills • Communication, team-work and reporting skills General professional experience • At least 10 years of professional experience in project management in a field relevant to this assignment, preferably including dealing with DVB-T/T2 networks and equipment At least 5 years of professional experience in managing international projects Specific professional experience • Successfully managed at least three international projects in the field of ICT in the past 5 years • Successful management of at least one DVB-T/T2 installation project in the past 5 years will be an advantage • Experience in executing trainings on DVB-T/T2 technology and networks will be an advantage Language skills • Fluency in English language, both written and spoken, • Fluency in speaking and capability to write and read local language strongly recommended Key Expert 2, Senior DVB-T/T2 Technical expert The expert should demonstrate through his/her CVs the following knowledge and professional characteristics: Qualifications and skills: • Education at least University degree (where a university degree has been awarded on completion of at least four years study in a university or equivalent institution) in a field relevant to this assignment (e.g. telecommunications, TV broadcasting engineering or similar) • Excellent knowledge of the DVB-T/T2 networks and equipment, installation and its technical coordination • Good communication and writing skills • Excellent organisational, coordination, facilitation and presentation skills General professional experience • At least 5 years of professional experience in dealing with DVB-T/T2 networks and equipment (including experience in designing, installing and maintenance of DVB-T/T2 broadcasting networks) Specific professional experience • Successfully managed installation of at least one DVB-T/T2 network in the past 5 years • Experience in executing measurements of DVB-T/T2 equipment • Experience related to DVB-T/T2 equipment and its verification, including designing, installing and maintenance of Head-end equipment (encoders, multiplexers, gateways), Network Management Systems, Microwave networks, DVB-T/T2 transmitters, DVB-T/T2 gap fillers and DVB-T/T2 antenna combiners Language skills • Fluency in English language, both written and spoken, Capability to speak, write, and read local language strongly recommended These two key experts can be supported by other non-key experts, as deemed necessary by the Consultant, in order to ensure successful implementation of the Project. However, only the above two experts will be evaluated. Status: Interested firms are hereby invited to submit expressions of interest. In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following, using EBRD templates for CVs and references: • company profile, organisation and staffing; • details of experience or similar assignments undertaken in the previous seven years, including their locations; each reference should contain information on the overall CAPEX investment budget of the project to which the assignment was related; • CVs of staff who would be available to work on the assignment – the two key experts. One original and two copies of the expression of interest, in English, shall be submitted to the Client in an envelope marked "EXPRESSION OF INTEREST for "Digital Switchover (DSO) Project in Serbia – Project Management and Implementation Support", to reach the Client not later than 14:00 hours on 29 September 2014. One copy in English should also be submitted by email to the Client as a maximum of two electronic file attachments not exceeding 4MB in total. The expressions of interest will be evaluated as follows: • Up to 20% of total score for the firm's experience and capacity to carry out the assignment. • Up to 50% of total score for the Senior Project Management Expert based on the proposed candidate's relevant experience, achievements, qualifications and overall suitability for this specific assignment. • Up to 30% of total score for the Senior DVB-T/ T2 Technical Expert based on the proposed candidate's relevant experience, achievements, qualifications and overall suitability for this specific assignment. Note: Following this shortlisting exercise, a consulting firm will be selected based on an evaluation of the short listed firms' company profile, proven experience, current expertise related to the assignment and proposed key staff and the selected consulting firm will be invited to directly negotiate the contract with ETV. It should be noted that whilst the selected consulting firm will not be required to submit a detailed technical and financial proposal, it may be required to submit a brief proposal prior to the contract negotiation phase.
