2014/S 173-305768 Procurement ref: 7690-GPN-17149 Country: Bulgaria Sector: Nuclear safety Project number: 17149 Funding sources: KIDSF Contract type: Project goods, works and services Notice type: General Procurement Notices Issue date: 05 September 2014 Closing date: 05 September 2015 Toplofikacia Sofia EAD, the single owned stock district heating company serving the City of Sofia, intends to use the proceeds of the Grant funds provided by the Kozloduy International Decommissioning Support Fund (the "KIDSF"), administrated by the European Bank for Reconstruction and Development (the "Bank") and its own financing towards the cost of the below mentioned contracts within the Project for Upgrade and Modernisation of Sofia District Heating Production and Distribution System. This General Procurement Notice is an update of the General Procurement Notice published on EBRD web site on July 8, 2013. The upcoming procurement activities for the project components are: Procurement of goods and installation works: 1. Increase of heat transfer energy efficiency This project aims to replace about 30-35 km of old pipe trunk annually (about 100 km in total) with DH pipes, pre-insulated with rigid polyurethane foam, suitable for direct burying in the ground. For the implementation two types of contracts will be used: - procurement of goods - supply of pre-insulated DH pipes. Such pipes for 35 km DH pipeline trunk (to be installed in 2015 under a separate contract for installation works) have been already supplied under the project and procurement of the remaining quantity of pipes is to be performed in two parts – respectively for the pipes to be installed in 2016 and 2017. The total expected duration of the pipes supply contract(s) implementation is 28 months; - installation works for the supplied pre-insulated pipes as described above, also including dismantling of existing pipes and restoration works – will be performed in 2015, 2016 and 2017. The expected duration of each contract for the installation works is 9 months. Supply and installation of equipment: 2. Construction of cogeneration plant for Heat Only Boilers "Ovcha Kupel" Installation of new cogeneration modules with three gas engines is envisaged with both electric and thermal capacity of about 10 MW in HOB "Ovcha Kupel II". To cover the base heat load of HOB "Ovcha Kupel I" and HOB "Ovcha Kupel II" the new cogeneration facility will operate all year. The expected duration of the contract implementation is 23 months. 3. Reconstruction and modernisation of energy boiler units EK220 t/h No.7 and No.8 at Thermal Power Plant (TPP) "Sofia" This project component includes reconstruction of boiler heating surfaces, replacement of old burners with new low emission burners, upgrade of boilers control systems and installation works of boiler flue gas utilisation equipment. The expected duration of the contract implementation is 30 months. 4. Modernisation of the turbine unit TG3 at TPP "Sofia east" In order to meet the requirements of Energy Efficiency Directive 2012/27/EC regarding high efficiency of cogeneration for district heating purposes, the existing condensing type turbine is intended to be replaced with a new back pressure steam turbine with capacity 30-35 MWel and 89 MWth. The expected duration of the contract implementation is 34 months. 5. Construction of flue gas utilisation installation for boiler unit EK 220 t/h, No.9 at TPP "Sofia" This project component foresees installation of a new modern flue gas utilisation system for energy boiler unit No.9, to collect and recover the waste heat energy contained in the outgoing flue gases of the boiler. The expected duration of the contract implementation is 24 months. 6. Flue gas utilisation at Heat Only Boilers This project component includes the installation of a new state of the art flue gas utilisation system for some of the existing hot water boilers, to recover the waste heat energy contained in the outgoing flue gases of the boilers. The expected duration of the contract implementation is 36 months. Tendering for the above contracts is expected to begin in the forth quarter of 2014 and the first half of 2015. For engineering, procurement and supervision services Toplofikacia Sofia EAD has started project management unit consultant selection procedure. The duration of the consultancy services assignment will be 45 months starting from the forth quarter of 2014. The overall budget of the Project is EUR 41,900,000. 50% to be financed by KIDSF and 50% by Toplofikacia Sofia, plus EUR 550,000 for the consultancy services, to be 100% financed by KIDSF. Procurement will be carried out in accordance with the Bank's Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF rules and will be open to potential tenderers from the following eligible countries as of 1 September 2014: the EU member states, Switzerland and the Bank’s countries of operation.
