2014/S 157-281905 REPUBLIC OF&nbsp;SERBIA Ministry of Education and Science, as The Project promoter and responsible for its implementation, and JUP Istraživanje i razvoj doo Beograd, No. 22-26 Nemanjina street, 11000 Belgrade,&nbsp;Serbia, as the Employer Hereby ANNOUNCES INTERNATIONAL INVITATION FOR TENDER PROCUREMENT OF CAPITAL EQUIPMENT ICB No: IOP/6-2013/G/CEB1-EIB/B PUBLIC SECTOR RESEARCH AND DEVELOPMENT The Republic of&nbsp;Serbia&nbsp;has received a loan from the Council of Europe Development Bank and European Investment Bank toward the cost of the Project: Public Sector Research and Development, and it intends to apply part of the proceeds of this loan to payments under the Contract for Sub-project: Research Equipment. The Government of the Republic of&nbsp;Serbia&nbsp;on 22nd July 2010 passed the Decision to establish a company &bdquo;JUP Istraživanje i razvoj doo Beograd&rdquo; for managing the project that concerns a series of investments aimed at revitalizing the country&rsquo;s public Research and Development activity. The Ministry of Education and Science as The Project promoter and responsible for its implementation and JUP Istraživanje i razvoj doo Beograd, No. 22-26 Nemanjina street11000Belgrade,&nbsp;Serbia, as the Employer, now invite eligible and qualified bidders for Procurement of Capital Equipment, No. IOP/6-2013/G/CEB1-EIB/B. Contracts will be signed with the best bidders in an open procedure, in accordance with the contract conditions determined in the Tender documents and all other documents that will be a consistent part of the Contract. The criterion to be used in the tender evaluation is the Lowest Evaluated Bid Price. The right to participate in this international tender belongs to all interested entities that fulfil the mandatory conditions for the participation in the procedure. The bidder is obliged to submit the evidence on the fulfilment of the conditions that are in particular determent in tender documents. Tender documents can be taken over at the above-mentioned address every working day after publishing of this public announcement between 12noon and 3pm, providing authorization for taking over the procurement documents and evidence of payment of 50 EUR or equivalent in RSD calculated according to the average exchange rate of the National Bank of&nbsp;Serbia&nbsp;on the day of the payment, for the cost of copying and delivery of procurement documents. The payments are non-refundable. Any bidders asking for the delivery of the tender documents will receive it by mail on bidder&rsquo;s expense, on request, against a faxed copy of the evidence of the remittance, without any liability in case of lost or delay. The bid validity period shall be 120 days. All bids must be delivered in closed envelopes marked with the reference &bdquo;Procurement of capital equipment&rdquo;, IOP/6-2013/G/CEB1-EIB/B, number of the lots to which the bid refers, not later than October 13, 2014 at 12noon at the above-mentioned address. Financial offer shall be submitted in separate closed envelope from the technical offer. Bids received after the above-mentioned cut-off date will be considered untimely. Untimely bids will not be opened and will be returned to the bidder, marked as &bdquo;Untimely&rdquo;. Public opening of Bids will take place two(2) hours after the deadline for submission of bids for each lot which is expected to offer delivery that day.
