2013/S 147-254834 INVITATION FOR TENDERS JP "Elektromreža Srbije" (EMS), Republic of Serbia EMS ELECTRICITY NETWORK UPGRADING PROJECT INVITATION FOR TENDERERS JP “Elektromreža Srbije” (Public Enterprise for electric energy transmission and transmission system control) hereinafter referred to as the Purchaser, intends to use part of the proceeds of a loan from the European Investment Bank (the Bank) towards the cost of Package 3 – “123 kV Instrument transformers”. The Purchaser now invites sealed tenders from suppliers for the following contract to be funded from part of the proceeds of the loan: 123 kV Current Transformers, (Item Code 05005), 84 pcs 123 kV Current Transformers, (Item Code 05007), 33 pcs 123 kV Capacitor Voltage Transformers, (Item Code 06005), 111 pcs Design, preparation of approved drawings, manufacture, factory acceptance testing, transport to the Purchaser Store, mandatory spare parts, special tools. The Equipment shall be delivered to Store: SS Belgrade 3, 11000 Belgrade, Slavka Miljkovica st. 79, Serbia Tenderers are invited to submit offer for 123 kV Instrument Transformers. Delivery period shall not exceed 240 calendar days. Tendering for contract to be financed with the proceeds of a loan from the Bank is open to firms from any country. To be qualified for the award of a contract, tenderers must satisfy the following qualifying requirements: • They shall demonstrate that they are well reputed suppliers of 123kV Instrument transformers having successful experience in the design, manufacture and supply of Instrument transformers of similar nature and complexity within the last three years , and that tenderer manufactured equipment in the volume which is equal or higher than the above stated quantity requested in this tender document, within the last three years. • They can report the successful and satisfactory service of their 123kV Instrument transformers for at least three years in the networks of utilities within ENTSO-E. • They shall demonstrate that they are financially secure and have average turnover over the last three years 1,5 times the value of the bidding price, certified by a financial auditor The criteria to be used in the tender evaluation are: 1. Price, which will attract 86 points of the total 100 points available 2. Quality of equipment and servicing, which will attract 14 points of the total 100 points available Tender documents may be obtained from the office at the address below upon payment of a nonrefundable fee of 2.500 EUR (two thousands five hundred) or equivalent in RSD currency: Foreign tenderers shall pay the fee in EUR by the following instructions for payment: Account with institution: JMBNRSBG, JUBMES BANKA AD BEOGRAD Beneficiary customer: RS35190007030000008608, JP EMS, Kneza Miloša 11, RS-11000 Beograd Intermediary Bank: Deutsche Bank AG FRANKFURT, Swift: DEUTDEFF Local tenderers shall pay the fee in amount of RSD equivalent by middle rate of National Bank of Serbia calculated on a payment date (PDV included) to the account number as follows: ACC Number: 160-8905-36 BANK: Banca Intesa BEOGRAD If requested, the documents will be promptly despatched by a courier at the tenderer's expenses, but no liability can be accepted for loss or late delivery. All tenders must be accompanied by a tender security of 2% of the bidding price. Tenders must be delivered to the office at the address below on or before 12h00, 25.09.2013, at which time they will be opened in the presence of those tenderers' representatives who choose to attend. The Letter of authorisation from Tenderers for the representatives is obligatory. A register of potential tenderers who have purchased the tender documents may be inspected at the addresses below.
