2013/S 147-254835 INVITATION FOR TENDERS JP "Elektromreža Srbije" (EMS) Republic of Serbia EMS ELECTRICITY NETWORK UPGRADING PROJECT RELAY PROTECTION, MONITORING AND CONTROL SYSTEMS JP “Elektromreža Srbije” (Public Enterprise for electric energy transmission and transmission system control) hereinafter referred to as the Purchaser, intends to use part of the proceeds of a loan from the European Investment Bank (the Bank) towards the cost of Package 4 – “RELAY PROTECTION, MONITORING AND CONTROL SYSTEMS”. The Purchaser now invites sealed tenders from suppliers for the following contract[s] to be funded from part of the proceeds of the loan: LOT 1: RELAY PROTECTION, MONITORING AND CONTROL SYSTEMS - Section 1: SS 400/110 kV Bеоgrаd 20 – substation under construction The subject of the procurement includes the supply of the equipment, manufacture of the equipment, design and assembling of the cubicles, configuration and initial adjustment of microprocessor devices for relay protection and control, factory acceptance tests (FAT), packing, transport, insurance, unloading, replacement of defective parts, submission of documentation for relays and cubicles, training of the Procuring Entity’s personnel, as well as the assistance during functional testing and commissioning at the site (SAT). LOT 2: RELAY PROTECTION, MONITORING AND CONTROL SYSTEMS - Section 1: SS 400/220 kV Оbrеnоvаc – reconstruction of the existing system The subject of the procurement includes the supply of the equipment, manufacture of the equipment, design and assembling of the cubicles, configuration and initial adjustment of microprocessor devices for relay protection and control, upgrading hardware and software of local SCADA system, factory acceptance tests (FAT), packing, transport, insurance, unloading, replacement of defective parts, submission of documentation for relays and cubicles, training of the Procuring Entity’s personnel, as well as the assistance during functional testing and commissioning at the site (SAT). LOT 3: RELAY PROTECTION, MONITORING AND CONTROL SYSTEMS – Section 1: SS 220/35 kV Bајinа Bаštа – reconstruction of the existing system The subject of the procurement includes the supply of the equipment, manufacture of the equipment, design and assembling of the cubicles, configuration and initial adjustment of microprocessor devices for relay protection and control, factory acceptance tests (FAT), packing, transport, insurance, unloading, replacement of defective parts, submission of documentation for relays and cubicles, training of the Procuring Entity’s personnel, as well as the assistance during functional testing and commissioning at the site (SAT). Section 2: SS 220/110/35 kV Krušеvаc 1 – reconstruction of the existing system The subject of the procurement includes the supply of the equipment, manufacture of the equipment, design and assembling of the cubicles, configuration and initial adjustment of microprocessor devices for relay protection and control, factory acceptance tests (FAT), packing, transport, insurance, unloading, replacement of defective parts, submission of documentation for relays and cubicles, training of the Procuring Entity’s personnel, as well as the assistance during functional testing and commissioning at the site (SAT). Section 3: SS 400/220/110 kV Smеdеrеvо 3 – upgrade to 400 kV and reconstruction of the existing facilities The subject of the procurement includes the supply of the equipment, manufacture of the equipment, design and assembling of the cubicles, configuration and initial adjustment of microprocessor devices for relay protection and control, factory acceptance tests (FAT), packing, transport, insurance, unloading, replacement of defective parts, submission of documentation for relays and cubicles, training of the Procuring Entity’s personnel, as well as the assistance during functional testing and commissioning at the site (SAT). LOT 4: RELAY PROTECTION, MONITORING AND CONTROL SYSTEMS – Section 1: SS 400/110 kV Јаgоdinа 4 – expansion of the existing system The subject of the procurement includes the supply of the equipment, manufacture of the equipment, design and assembling of the cubicles, configuration and initial adjustment of microprocessor devices for relay protection and control, integration with existing protection and control system, factory acceptance tests (FAT), packing, transport, insurance, unloading, replacement of defective parts, submission of documentation for relays and cubicles, as well as the assistance during functional testing and commissioning at the site (SAT). Section 2: SS 220/110/35 kV Bеlgrade 5 – expansion of the existing system The subject of the procurement includes the supply of the equipment, manufacture of the equipment, design and assembling of the cubicles, configuration and initial adjustment of microprocessor devices for relay protection and control, integration with existing protection and control system, factory acceptance tests (FAT), packing, transport, insurance, unloading, replacement of defective parts, submission of documentation for relays and cubicles, as well as the assistance during functional testing and commissioning at the site (SAT). Tenderers are invited to submit offer for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders. Each Lot of the Package 4 may be contracted separately with different Tenderer. Tenderers may not submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. To be qualified for the award of a contract, tenderers must satisfy the following qualifying requirements: • They must report at least three (3) successful and satisfactory services of the similar Relay Protection and Control and Monitoring system (as required in this tender) within ENTSO-E. • They shall demonstrate that they are financially secure and have average annual turnover for the last three years at least 3 times of Tender price given in Tender form 1.3. Award criteria: the lowest price only. Tender documents may be obtained from the office at the address below upon payment of a nonrefundable fee of 2.500 EUR (two thousand five hundred) or equivalent in RSD currency: Foreign tenderers shall pay the fee in EUR by the following instructions for payment: Account with institution: JMBNRSBG, JUBMES BANKA AD BEOGRAD Beneficiary customer: RS35190007030000008608, JP EMS, Kneza Miloša 11, RS-11000 Beograd Intermediary Bank: Deutsche Bank AG FRANKFURT, Swift: DEUTDEFF Local tenderers shall pay the fee in amount of RSD equivalent by middle rate of National Bank of Serbia calculated on a payment date (PDV included) to the account number as follows: ACC Number: 160-8905-36 BANK: Banca Intesa BEOGRAD If requested, the documents will be promptly despatched by a courier at the tenderers expenses, but no liability can be accepted for loss or late delivery. All tenders must be accompanied by a tender security of 2% of the bidding price. Tenders must be delivered to the office at the address below on or before 12h00, 13.09.2013, at which time they will be opened in the presence of those tender participants representatives who choose to attend. The Letter of authorisation from Tenderers for the representatives is obligatory. A register of potential tenderers who have purchased the tender documents may be inspected at the address below.
