2011/S 212-346735 GENERAL PROCUREMENT NOTICE Procurement ref: Design and Construction of RDF Utilization Plant Stage I – Technical Assistance for Design Country: Bulgaria Sector: Nuclear safety Project number: 17149 Funding sources: KIDSF Contract type: Consultancy services Notice type: General Procurement Notices Issue date: 25 October 2011 Closing date: 25 October 2012 Toplofikacia Sofia EAD, the single owned stock district heating company serving the City of Sofia, is expected to receive a grant support from the Kozloduy International Decommissioning Support Fund (KIDSF) for the design and construction of a Combined Heat and Power Generation Plant (CHP) on RDF (Refuse Derived Fuel) with energy production on the heating plants' sites of Toplofikacia Sofia and intends to use the grant funds for technical consultancy services under the project. The technical assistance, as a first stage of the project implementation, shall include development of principal design of the plant for energy utilization of RDF, accompanied with detailed analyses /financial, socio economy, legal, institutional and others/, as well preparation of Terms of Reference for assignment of environmental impact assessment report, technical specifications for supply of the plant, application for financing and project implementation. Tendering for the contract for technical assistance is expected to begin in the first quarter of 2012 and the tender procedure shall be launched in case grant funding is approved by KIDSF. The budget for the project, subject of this GPN is about EUR 1.5 million. Procurement will be carried out in accordance with the Bank's Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF rules and will be open to consultants from the following eligible countries as of 1 October 2011: the EU member states, Switzerland and the Bank's countries of operation.
