No 7714-GPN-l7149 and its update of 2 October 2015 under General Procurement Notice ref. No 8018-GPN-l7149. Assignment Description: Bulgartransgaz EAD received grant funds from the Kozloduy International Decommissioning Support Fund (“KIDSF”), administered by the Nuclear Safety Department of the European Bank for Reconstruction and Development (“EBRD” or the “Bank”), under Grant Agreement No. 057 for implementation of the Project for construction of high pressure gas transmission pipelines with automated gas regulation stations (AGRS) and connection of the municipalities of Panagyurishte, Pirdop, Svishtov, Razlog and Bansko to Bulgartransgaz EAD national network (the “Project”). Bulgartransgaz EAD, in compliance with Section 5, Paras 5.3 and 5.6 of EBRD Procurement Policies and Rules (PP&R) dated October 2014, now invites consultancy companies which possess the required qualification and design teams with design capacity according to the relevant Bulgarian legislation to express interest in executing an investment design of gas transmission pipeline (with length appr. 62 km and DN 250) to Panagyurishte and Pirdop (Designer/Consultant). Procurement shall be carried out in accordance with Section 5 of EBRD PP&R based on EBRD Standard Request for Proposals for Selection of Consultants. The scope of services of the Designer shall be as follows: 1. Drafting of Detailed Spatial Plan - Parceling Plan in phase preliminary and phase final; 2. Activities related to approval and coordination of the Detailed Spatial Plan - Parceling Plan; 3. Ecological and compliance assessment; Elaboration of EIA and SIA reports (if any); 4. Investment design preparation – Technical and Detailed; 5. Coordination and approval of the Technical and Detailed Design and full support to Bulgartransgaz in obtaining construction permit; 6. Designer supervision during construction according to the requirements of the Bulgarian Spatial Development Act and other relevant legislation. Note: All coordination and approval procedures, as well as procedures for issuance of permits and decisions within the scope of the Contract shall be fulfilled in accordance with Bulgarian legislation. All documents prepared by the Designer shall be in the Bulgarian language. Bulgartransgaz EAD may request some of them or summaries to be presented in English as well. Status of the Selection Process: Interested candidates are hereby invited to submit expression of interest. Assignment start date and duration: The work of the assignment will start in the first quarter of 2016. The duration of Consultancy contract for design will take about 28 months in total (including the designer supervision during construction). Maximum budget available for the assignment: EUR 480,000.00 (four hundred and eighty thousand Euro) VAT excluded. Funding source: The contract is financed with 50% grant funds under Grant Agreement 057 from KIDSF and 50% by Bulgartransgaz EAD. Eligibility: The selection of a Designer will be performed pursuant to EBRD PP&R with the exception of country eligibility restrictions defined within the KIDSF Rules and will be open to Consultants from the following eligible countries as of 1st November 2015: EU member states, Switzerland and EBRD countries of operation. Consultant Profile: Corporate services are required. The Consultant must have valid certificates for implemented management systems as follows: • ISO 9001 for a quality management; • ISO 14001 or equivalent for environmental management. The certificates of the Consultant (or of the members of the joint venture) must contain activities related to “Design”. To prove this requirement the Consultant must provide copies of the valid certificates. In case of a joint venture, the requirement shall be jointly fulfilled by the joint venture. The Consultant must demonstrate experience for the last 7 (seven) years in the following areas: • Preparation of Detailed Spatial Plan - Parceling Plan of gas pipelines. • Preparation of EIA of gas pipelines. • Preparation of Technical and/or Detailed Design of gas pipelines with pressure more than 1,6 MPa, DN equal to or more than 200 mm, total length not less than 20 km. The designs must include also relevant facilities to the gas pipelines and namely: one or more valve station/s and/or one or more regulation station/s and/or one or more scraper (pigging) station/s. Each of the requested experience areas above shall be demonstrated at least within one completed assignment. “Design of gas pipelines” means design of pipelines made of steel pipes. “Completed assignments” means assignments, for which an acceptance protocol is signed between the client and the designer or a reference is issued by the client. Experience in the design in the area of gas supply in Bulgaria shall be considered as advantage. The Consultant is expected to wilfully engage with a sufficient number of experts to enable the proper execution of the specified scope, including EIA execution (if any). The Consultant must have available staff with qualifications as required by the Bulgarian legislation, relevant to the fulfilment and acceptance of the contracted services - Detailed Spatial Plan, EIA, investment design (Full Capacity for Design), etc. The firm (and/or its associates and affiliates) selected for Designer, will be requested to limit its role to that of Consultant and disqualify itself from work in any other capacity (including tendering on any part of the Project) except that of consulting services for follow-up services. The selected Designer will be required to provide evidence of valid professional liability insurance in line with Bulgarian legislation. Submission Requirements: Consultants seeking to be selected shall provide the following information in order to determine their capabilities and experience: • An Expression of interest letter; • Company(-ies) profile, organisation and staff; • Detailed information on Consultant's successful experience or similar assignments executed in the last 7 (seven) years. The information submitted shall include the following: project title; consultancy assignment title/role; location; start and completion dates; name of the Contracting Authority/Client; total project value and consultancy service contract price; funding source, objectives and description of the project; description of the functions and the tasks carried out within the consultancy assignment and shall be accompanied by letters of reference from the Contracting authorities / Clients; • Consultant Declaration and Completed Contact Sheet, the template for which is available from the following web-link: <a target="_blank" href="http://www.ebrd.com/pages/workingwithus/procurement/notices/csu/contact_sheet.doc" class="ojshref">http://www.ebrd.com/pages/workingwithus/procurement/notices/csu/contact_sheet.doc</a> The above information should not exceed 30 pages.
