2015/S 128-234438 INVITATION FOR TENDERS Project name: Railways Fleet Renewal Project Country: FYR Macedonia Business sector: Transport Project ID: 7943-IFT-43997 Funding source: EBRD Type of contract: Project goods, works and services Type of notice: Invitation for Tenders Issue date: 02/07/2015 Closing date: 17/08/2015; 12:00 This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD Website, Procurement Notices (<a target="_blank" href="http://www.ebrd.com" class="ojshref">www.ebrd.com</a>) on 1 June 2012, 15 July 2013 and 29 July 2014. Macedonian Railways Transport JSC Skopje (MRTJSC) hereinafter referred to as the Employer, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the EBRD or the Bank) towards the cost of the Macedonian Railways Rehabilitation Project which forms part of the overall Macedonian Railways Fleet Renewal Project (the Project). The Employer now invites sealed tenders from eligible Contractors for the following contract to be funded from part of the proceeds of the loan: Rehabilitation of MRTJSC Rolling Stock Maintenance Depot, Skopje: The maintenance depot comprises the following main sections: Hall 1: Corridor, workshops, chemical laboratories, staff amenities and wash facilities; Hall 2a: Diesel and electric locomotives servicing; Hall 2b: Diesel locomotives servicing; Hall 3: Bogie servicing and bogie lift; Hall 4a: Machine shop, electromotor servicing, small machine tools; Hall 4b: Bogie servicing; Hall 5: Electric Multiple Unit (EMU) and Diesel Multiple Unit (DMU) repairing. The Works on the maintenance depot will generally include the following: Architecture/Civil Works Installation of new insulated roof structure system over the existing roof structure; Removal of existing main external doors and installation of new main external doors; Removal of damaged external glazing and installation of new external glazing; Installation of new external and internal facade system; Removal of damaged internal flooring system and installation of new flooring system; Installation of new internal wall partitions and internal doors; Electrical Installation of new LED lighting system; Installation of new external lighting system; Installation of fire protection system; Installation of lightning rod onto new roof structure system. Mechanical Removal of existing ventilation system and installation of new ventilation system; Check, clean and put in operation existing heating system; Check, clean, and put in operation existing oil burners in the central boiler system; Tenderers must submit a tender for the entire Works as a single offer. Partial offers will not be considered. Works will be carried out under the FIDIC Conditions of Contract for Construction for Building and Engineering Works Designed by the Employer - 1st edition 1999 (the Red Book). The Time for Completion is expected to be 12 months from the Commencement Date, plus a Defects Notification Period of 365 days. Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms, joint ventures and consortia from any country or countries. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: Manufacturer’s Authorisation Form In the case of a Tenderer offering to supply Plant and Equipment under the Contract which the Tenderer does not manufacture or otherwise produce, the Tenderer has been duly authorised by the Plant and Equipment’s manufacturer or producer to supply the Plant and Equipment in the Employer’s country. The Tenderer is to provide a Manufacturer’s Authorisation Form (Section IV: Tender Forms) for the Plant and Equipment and all major bought-in components thereof. Eligibility The tenderer shall meet the eligibility requirements set forth in the Tender Documents. Historical non-performance The Tenderer shall provide accurate information on any current or past litigation or arbitration resulting from contracts completed or under execution over the last three (3) years (2012, 2013, 2014). A consistent history of historical non-performance and/or litigation awards against the Tenderer or any partner of a joint venture may result in rejection of the tender. Financial Situation: Historical financial performance The audited balance sheets for the last three (3) years (2012, 2013, 2014) shall be submitted, or if such is not required by the legislation of the Tenderer’s country, any other financial statements acceptable to the Employer, which must demonstrate the current soundness of the Tenderer's financial position, showing long-term profitability and positive net worth. Where necessary, the Employer will make inquiries with the Tenderer’s bankers. Financial Situation: Average Annual Turnover The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last three (3) years (2012, 2013, 2014) of not less than EURO 5 (five) million equivalent. Financial Resources The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of four (4) months, estimated as not less than the EURO equivalent value of 80% of the contract price offered by the Tenderer, taking into account the Tenderer’s commitments for other contracts. General Experience The Tenderer shall demonstrate that it has successful experience under contracts in the role of contractor or management contractor for the last five (5) years prior to the tender submission deadline, and with activity in at least nine (9) months in each year. Specific Experience The Tenderer shall demonstrate that it has successful experience as prime contractor in at least two (2) contracts within the last five (5) years, each with a value of at least EURO 2 (two) million, that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, The Requirements. Personnel The Tenderer shall provide, and have available, suitably qualified key personnel to fill the following key management and specialist positions. All key personnel shall be fluent in the Macedonian language, unless otherwise specified. Each candidate shall meet the experience requirements specified below: (Total Work Experience, years/In Similar Works Experience, years): - 1 No. Contractor’s Representative at Site (10/8), experienced in working with FIDIC Conditions of Contract, or other similar internationally accepted conditions of contract applicable to the construction industry. Ability to communicate in the English language would be an advantage; - 1 No. Lead Electrical Engineer (8/5); - 1 No. Lead Mechanical Engineer (8/5); - 1 No. Lead Civil Engineer (8/5); - 1 No. Quantity Surveyor (5/3); Equipment The tenderer shall own, or have assured access to (through hire, lease, purchase agreement, availability of manufacturing equipment, or other means), the following key items of equipment in full working order, and must demonstrate that, based on known commitments, they will be available for use in the proposed contract. - 2 No. cranes for roof works - 4 No. mobile elevator work platforms - 1 No. concrete mixing plant. Site Visits to inspect and gather data on the Employer’s Rolling Stock Maintenance Depot will be arranged from Tuesday 21 July to Wednesday 22 July 2015. Attendance at the site visits is highly recommended. Tenderers attending the site visits shall do so at their own expense. All tenders must be accompanied by a Tender Security to Macedonian Railways Transport JSC of EURO 70,000 (Seventy Thousand) or its equivalent in a convertible currency, in the form of a Bank Guarantee as included in Section IV Tender Forms. Tenders must be delivered to the office at the address below on or before 12:00 hrs local time on 17 August 2015, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
