(&quot;HEP&quot;) intends to apply for a loan from the European Bank for Reconstruction and Development (&quot;the Bank&quot;) and use its proceeds to contribute towards the financing of a new gas turbine-fired combined-cycle power plant - combined heat and power (CCPP CHP) with the total nominal output of approximately 90-150 MWe at the site of EL-TO Zagreb Cogeneration Plant. The new plant is intended for meeting the district heating demand of the City of Zagreb and for power generation as a replacement for old units which will not meet the environmental requirements after 01,01,2018. The proposed project, which has a total estimated cost of EUR 195 Million (incl. VAT), will require the procurement of the following goods, works and services: &bull; Supply and Installation of Equipment for the construction of a new 90-150 MWe combined cycle power plant &ndash;combined heat and power (CCPP CHP) to replace Unit A at the site of the EL-TO Zagreb Cogeneration Plant; and, &bull; TC funded consultancy services to assist HEP with (i) Procurement Process and (ii) Contract Monitoring and Supervision. Tendering for the above contracts is expected to begin in the third quarter of 2015. Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
