Public enterprise for state roads hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Rehabilitation of Regional Road R2340 (Connection with R1101 - Novaci). The Public Enterprise for State Roads now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: &bull; Rehabilitation of Regional Road R2340 (Connection with R1101 - Novaci), generally the works consist of removing of asphalt layer, repair of edges on existing asphalt layer, repair of shoulders and gutters, repair of potholes, spraying of pavement with emulsion, applying new asphalt layer, cleaning of culverts and channels etc. This Project refers to the southwest part of the Republic of Macedonia. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following requirements: Experience: Participation as contractor, subcontractor or management contractor, in at least (1) one contract in construction, and/or rehabilitation and/or reconstruction of paved roads within the last (5) five years, with a value of at least 1,0 mil. EUR, that has been successfully completed or substantially completed and that is similar to the proposed Works. For the above or other contracts executed within the last (5) five years, the following minimum experience in key activities for each contract is required: 3,000 tonnes asphalt works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements; Personnel Capabilities: Project Manager no.1, which must have at least 10 years of total work experience with at least 7 years in similar works; Assistant Project Manager for asphalt works no.1, which must have at least 7 years of total work experience with at least 5 years in similar works; Short-term Environmental Expert no.1, which must have at least 5 years of total work experience with at least 3 years in similar works; Surveyor no.1, which must have at least 5 years of total work experience with at least 3 years in similar works; Chief of Laboratory no.1, which must have at least 7 years of total work experience with at least 5 years in similar works; Equipment Capabilities: The tenderer shall own, or have assured access to (through hire, lease, purchase agreement, availability of manufacturing equipment, or other means), the following key items of equipment: (i) Asphalt plant with capacity of at least 80 t/h for production of asphalt, on the territory of the Republic of Macedonia. The Tenderer must posses all permits according to the Laws of the Republic of Macedonia (for operation of the plant and integrated pollution prevention and control permit - IPPC permit), and copies of those permits must be attached to the Tender, (ii) Paver for building-in of asphalt (iii) Scrapping and milling equipment (iv) Rollers: 1 steel drum and 1 pneumatic type (v) Trucks: 1 truck x 12 m3 and 2 trucks x 6 m3 (vi) Emulsion sprayer (vii) Laboratory equipment. Financial Capabilities: the Tenderer must demonstrate minimum average annual turnover of EURO 3,0 million, calculated as total certified payments received for contracts in progress or completed, within the last three (3) years. The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement: 300.000,00 EURO; (ii) the overall cash flow requirements for this contract and its current commitments.
