2015/S 003-002937 INVITATION FOR TENDERS Project name: Belgrade Highway and Bypass Project Country: Republic of Serbia Business sector: Transport Project ID: 7778-IFT-36651 Funding source: EBRD Type of contract: Works Type of notice: Invitation for Tenders Issue date: 30/12/2014 Closing date: 27/02/2015 This Invitation for Tenders follows the General Procurement Notice update, referenced 7311-GPN-36651, for this project which was published in Procurement Opportunities on the EBRD website: 20/03/2014. The Public Enterprise "Roads of Serbia", hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of LOT 5, of the Belgrade Highway and Bypass Project. The Employer now invites sealed tenders from contractors for the single contract to be funded with the proceeds of a loan. Therefore, based on article 7, paragraph 1, item 2, sub-item (2) of Public procurement Law ("Official Gazette RS" no.124/12) for selection of the successful tenderer the Bank special procurement procedures will be applied: Proposed works: Based on traffic noise monitoring results, two following locations along Belgrade Highway are recognised as especially sensitive and significantly jeopardized by the noise: "KBC Bezanijska kosa", where noise protection barrier with wood-concrete elements, placed on earth embankment is designed as adequate noise protection construction. Total length of barrier is 656m and height of barrier varies from 4m to 5m. Within the existing bridge sub-section, km 574+200 to km 574+285, noise barrier should be placed on a new bridge which is, due to low strength of existing bridge, designed as supporting construction for subject noise barrier. New bridge should be constructed on a 2.5 m distance from highway edge while a part of noise barrier placed on that bridge should contain transparent elements produced from acrylic glass. Remaining section of noise barrier will be placed on earth embankment with average height of 1,5m which should be constructed on a left side of highway. Within the sub-sections were embankment base will cover existing road furniture and other contents an upgrading of manholes to the required height as well as the relocation of existing traffic signals and installation are integral part of this project. "Hitna pomoc", where noise protection barrier with combination of high absorbing aluminium and transparent elements is designed as adequate noise protection construction. Noise barrier in total length of 365m and height from 4m to 6m should be constructed along the highway edge and direct ramp which connect Belgrade highway and Kneza Milosa Street. Within the existing bridge sub-section, km 581+300 to km 581+328, noise barrier should be placed on a new bridge which is, due to low strength of existing bridge, designed as supporting construction for subject noise barrier. On a remaining section, due to the existence of sensitive underground installations, noise barrier will be placed at greater distance from highway than usual and a single foundation is proposed within the zone of direct ramp to Kneza Milosa Street. Aluminium elements should be visually acceptable and accordingly their colour, shape and layout are strictly determined. The colour of aluminium elements is defined according to the "RAL" colour matching system. Existing bridges on locations "KBC Bezanijska kosa" and "Hitna pomoc" are in bad conditions and it is necessary to carry out bridge repair works (demolition of existing and construction of new service paths, repair of cracks and damaged concrete layers on substructure, replace of guardrails, etc.) in order to bring the entire bridge structure in proper condition and enable safe traffic, as well as protection and maintenance of the noise barriers. The tenderer (sole tenderer and joint venture/consortia) shall meet the following minimum qualification criteria: The Tenderer must have an average construction annual turnover as prime contractor (defined as billing for works in progress and completed) equivalent to or exceeding EUR 3.5 million over the last five (5) years (2009, 2010, 2011, 2012, 2013); The Tenderer must have relevant experience as prime contractor in the execution of minimum one (1) project – noise barriers construction and that is completed after 1st of January 2004, with minimum value of EUR 1.0 million contractor’s share in project and minimum one (1) project – bridge construction/reconstruction/rehabilitation that is completed after 1st of January 2009, with minimum value of EUR 0.7 million contractor's share in project; Personnel capabilities: the Tenderer shall provide suitably qualified personnel to fill the following positions: Position; Total Experience (years); In similar Works (years); As manager of similar works (years): Project Manager; 12; 7; 5; Contractor's Representative; 10; 5; 3. Equipment capabilities: The tenderer shall own, or have assured access to the following key items of equipment in full working order, that will be essential to the execution of the contract; Equipment type and properties; Min. Number: Concrete plant, minimum production rate 60m3/h, with cooling and heating system and operational in all seasons; one plant. Financial position: The tenderer shall demonstrate (by submission of relevant documents from bank or financial institution) that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of four (4) months, estimated as not less than EUR 1.1 million equivalent; The joint venture/consortia shall meet the following additional minimum qualification criteria: At least one partner must have an average construction annual turnover as prime contractor (defined as billing for works in progress and completed) equivalent to or exceeding EUR 2.0 million over the last five (5) years (2009, 2010, 2011, 2012, 2013), but not less than EUR 1.5 million for each of these years; The Lead partner must have relevant experience as prime contractor in the execution of minimum one (1) project – noise barriers construction and that is completed after 1st of January 2004, with minimum value of EUR 1.0 million contractor's share in project; Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to tenderers from any country. The proceeds of the Bank's loan will not be used for payments to persons or entities or for any import of goods if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
