2014/S 237-416231 Procurement ref: 7754-GPN-17149 Country: Bulgaria Sector: Nuclear safety Project number: 17149 Funding sources: KIDSF Contract type: Project goods, works and services Notice type: General Procurement Notices Issue date: 3 December 2014 Closing date: 3 December 2015 Toplofikacia Sofia EAD, the single owned stock district heating company serving the City of Sofia, intends to use the proceeds of the Grant funds provided by the Kozloduy International Decommissioning Support Fund (the "KIDSF"), administrated by the European Bank for Reconstruction and Development (the "Bank") and its own financing towards the cost of the below mentioned contracts within the Project for Upgrade and Modernisation of Sofia District Heating Production and Distribution System. This General Procurement Notice is an update of the General Procurement Notice published on EBRD web site on September 5, 2014. The upcoming procurement activities for the project components are: Procurement of Goods and Works: 1. The project Increase of Heat Transfer Energy Efficiency aims to annually replace about 30-35 km of old pipelines (about 100 km in total) with preinsulated DH pipes. The project will be implemented invoking two types of contracts as follows: - Procurement of Goods to supply preinsulated DH pipes for DH pipelines (to be installed in 2016 and 2017 under separate contracts for installation works). The expected duration of the pipes supply is 28 months and total estimated cost of EUR 6 million; - Procurement of Works to install the supplied preinsulated pipes as described above including dismantling of existing pipes and restoration works. The contracts will be carried out in 2015, 2016 and 2017. The duration of each contract for the works is expected to be 9 months and total estimated cost of each contract of EUR 3 million. Supply and Installation of Plant and Equipment: 2. Construction of cogeneration plant for Heat Only Boilers "Ovcha Kupel". The project includes installation of new co-generation modules with three gas engines with electric and thermal capacity of about 10 MW. The new co-generation facility will operate all year to cover the base heat load of HOB"Ovcha Kupel I" and HOB"Ovcha Kupel II". The duration of the contract implementation is expected to be 23 months and the total estimated cost of EUR 6 million. 3. Reconstruction and modernisation of energy boiler units EK220 t/h No.7 and No.8 at Thermal Power Plant (TPP) "Sofia". The project comprises of reconstruction of boiler heating surfaces, replacement of old burners with new low emission burners, upgrade of boilers control systems and installation works of boiler flue gas utilisation equipment. The duration of the contract is expected to be 30 months and the total estimated cost of EUR 9 million. 4. Modernisation of the turbine unit TG3 at TPP "Sofia east". In order to meet the requirements of Energy Efficiency Directive 2012/27/EC regarding high efficiency of cogeneration for district heating purposes, the existing condensing type turbine is intended to be replaced with a new backpressure steam turbine with capacity of 30-35 MWel and 89 MWth. The duration of the contract is expected to be 34 months and the total estimated cost of EUR 7 million. 5. Construction of flue gas utilisation facility for boiler unit EK 220 t/h, No.9 at TPP "Sofia". The project includes the installation of a new modern flue gas utilisation system for boiler unit No.9 to collect and reclaim the heat energy contained in the outgoing flue gases. The duration of the contract is expected to be 24 months and the total estimated cost of EUR 1 million. 6. Flue gas utilisation at Heat Only Boilers. The project includes the installation of a new state of the art flue gas utilisation system for some of the existing hot water boilers to reclaim the heat energy contained in the outgoing flue gases. The duration of the contract is expected to be 36 months and the total estimated cost of EUR 900,000. Tendering for the above contracts is expected to begin in the forth quarter of 2014 and the first half of 2015. Procurement will be carried out in accordance with the Bank's Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF rules and will be open to potential tenderers from the following eligible countries as of 1 September 2014: the EU member states, Switzerland and the Bank's countries of operation.
