Toplofikacia Sofia EAD (the "Employer") has received a Grant from the Kozloduy International Decommissioning Support Fund (KIDSF), administered by the European Bank for Reconstruction and Development (the "Bank") towards the cost of Upgrade and Modernisation of Sofia District Heating Production and Distribution System. The Employer intends using part of the proceeds of grant funds and Employer's own funds towards the cost of Installation works for Pre-insulated Pipes and Elements. The Employer now invites sealed tenders from contractors for the following contracts to be funded from part of the proceeds of the grant. The scope of installation works is divided into separate Lots as follows: - Lot 1 – refers to 7 sites with total length of 2424 m located in DHR "Sofia"; - Lot 2 – refers to 3 sites with total length of 2023 m located in DHR "Sofia"; - Lot 3 – refers to 9 sites with total length of 2112 m located in DHR "Sofia"; - Lot 4 – refers to 8 sites with total length of 1862 m located in DHR "Sofia"; - Lot 5 – refers to 3 sites with total length of 7854 m located in DHR "Sofia east"; - Lot 6 – refers to 4 sites with total length of 1245 m located in DHR "Sofia east"; - Lot 7 – refers to 2 sites with total length of 1694 m located in DHR "Sofia east"; - Lot 8 – refers to 2 sites with total length of 1759 m located in DHR "Sofia east"; - Lot 9 – refers to 6 sites with total length of 2209 m located in DHR "Zemliane"; - Lot 10 – refers to 6 sites with total length of 1928 m located in DHR "Zemliane"; - Lot 11 – refers to 6 sites with total length of 1460 m located in DHR "Zemliane"; - Lot 12 – refers to 6 sites with total length of 1590 m located in DHR "Zemliane"; - Lot 13 – refers to 4 sites with total length of 1041 m located in DHR "Zemliane"; - Lot 14 – refers to 6 sites with total length of 2277 m located in DHR "Zemliane"; - Lot 15 – refers to 6 sites with total length of 1526 m located in DHR "Liulin"; - Lot 16 – refers to 4 sites with total length of 1401 m located in DHR "Liulin"; - Lot 17 – refers to 5 sites with total length of 907 m located in DHR "Liulin"; - Lot 18 – refers to 3 sites with total length of 1392 m located in DHR "Sofia" and DHR "Sofia east". The Tenderers are invited to submit their proposals for one or more Lots. Each lot must be priced separately. Tenders for more than one Lot may offer discounts and such discounts will be considered in the comparison of tenders. The Purchaser will place one or several contracts with successful Tenderer(s). Tendering for contracts to be financed with the proceeds of the KIDSF grant will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF rules and is open to firms from the following eligible countries as of 1 November 2014: the EU member states, Switzerland and the EBRD countries of operation. To be qualified for the award of a contract, tenderers must satisfy the minimum qualification criteria set forth in Section III of the Tender Documents. Tender Documents may be obtained from the office at the address below upon payment of a non-refundable fee of EUR 200 (VAT excluded) • by bank transfer to the following bank account: MUNICIPAL BANK PLC FINANCIAL CENTRE SOFIA KRASNO SELO 1680 SOFIA 54, Gotse Delchev Blv. IBAN: BG57SOMB91301411253301 BIC: SOMBBGSF or • in cash in its equivalent in BGN at the pay office of Toplofikacia Sofia EAD. If requested and upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail. The Employer will organise a pre-tender meeting on 27 November, 2014 and encourages all prospective tenderers to take part in it. During the meeting the Project Manager will familiarise the representatives of the Tenders with the details of the technical requirements and tender procedure. All tenders must be accompanied by a tender security in EUR or its equivalent in a convertible currency for the respective Lot: EUR 9,000 - for Lot 1; EUR 9,000 - for Lot 7; EUR 7,000 - for Lot 13 EUR 8,000 - for Lot 2; EUR 12,000 - for Lot 8; EUR 11,000 - for Lot 14 EUR 8,000 - for Lot 3; EUR 8,000 - for Lot 9; EUR 9,000 - for Lot 15 EUR 7,000 - for Lot 4; EUR 7,000 - for Lot 10; EUR 7,000 - for Lot 16 EUR 36,000 - for Lot 5; EUR 6,000 - for Lot 11; EUR 4,000 - for Lot 17 EUR 6,000 - for Lot 6; EUR 7,000 - for Lot 12; EUR 12,000 - for Lot 18 Tenders must be delivered to the office at the address below on or before 22 December, 2014 at 2:00 p.m. (local time). Tenders will be opened on the same day at 2:00 p.m. (local time), in the presence of those tenderers' representatives who choose to attend.
