Bosnia and Herzegovina Railway Public Corporation - BHRPC and the Railway of Republika Srpska – ZRS (Project Implementation Unit –PIU) hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development and European Investment Bank (the Bank) towards the cost of: Contract 1, Modernization signalling-telecommunication system along Railway line Banja Luka- Doboj- and Sevarlije-Doboj-Samac. The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan. This Tender will be implemented in accordance with EBRD Procurement Policies and Rules May 2010. • Projects along the line parallel to Corridor X consist of following: • Interstation dependence system S.Kostajnica — until Banja Luka all included. • Interlocking of the level crossing 'Rasadnlk" at km 12+307 (located between the caution signal and the entry signal of the station Stanovi) • Interlocking of the station Ostruznja, which contains the following: – Station signalling devices with interstation dependence system (MZ) Stanovi Ostrunja – Stanari, along with procurement and laying of cables for local telephony – Electric point heating system – Power supply system from the OCL and distribution network Low-voltage cable network and energetics – Revitalization of the station building with adaptation of the technical rooms – Rehabilitation of the station tracks (except for the running track) according to the requirements for installation of signalling devices • Point heating system at the station Stanari • Interlocking of the level crossing Kulasi at km 35+365 (located at the interstation distance Dragalovci - Prisoje) • Point heating system at the station Prisoje • Interlocking of the station Snjegotina, which contains the following: – Station signalling devices with interstation dependence system (MZ) Ukrina — Snjegotina — Josavka, along with procurement and laying of cables for local telephony – Electric point heating system – Power supply system from the OCL and distribution network – Low voltage cable network and energetics – Revitalization of the station building with adaptation of the technical rooms – Rehabilitation of station tracks (except for the running track) according to the requirements of installation of signalling devices • Interlocking of the station Josavka, which contains the following: – Station signalling devices with interstation dependence system (MZ) Snjegotina — Josavka — Celinac, along with procurement and laying of cables for local telephony – Electric point heating system – Power supply system from the OCL and distribution network – Low-voltage cable network and energetics – Interlocking of the station level crossing at kin 70+925 – Revitalization of the station building with adaptation of the technical rooms – Rehabilitation of the station tracks (except for the running track) according to the requirements for installation of signalling devices • Interlocking of the station Celinac, which contains the following: – Station signalling devices with interstation dependence system (MZ) Joavka — Celinac Vrbanja, along with procurement and laying of cables for local telephony – Electric point heating system – Power supply system from the OCL and distribution network – Low-voltage cable network and energetics – Interlocking of the station level crossing at kin 79+419 – Revitalization of the station building with adaptation of the technical rooms – Rehabilitation of the station tracks (except for the running track) according to the requirements for installation of signalling devices • Interlocking of the station Vrbanja, which contains the following: – Station signalling devices with interstation dependence system (MZ) Celinac Vrbanja — Banja Luka, along with procurement and laying of cables for local telephony – Electric point heating system – Power supply system from the OCL and distribution network – Low-voltage cable network and energeties – Interlocking of the station level crossing at km 88+692 – Revitalization of the station building with adaptation of the technical rooms – Rehabilitation of the station tracks (except for the running track) according to the requirements for installation of signalling devices • Interlocking of the station Banja Luka, which contains the following: – Station signalling devices with interstation dependence system (MZ) Celinac — Vrbanja — Banja Luka, along with procurement and laying of cables for local telephony – Electric point heating system – Power supply system from the OCL and distribution network – Low-voltage cable network and energetics – Constructive adaptation of technical rooms – Rehabilitation of the station tracks (except for the running track) according to the requirements for installation of signalling devices • Procurement and installation of external and internal telecommunication equipment with cable and Optical Fiber Cable at the official points Sevarlije, Doboj, S.Kostajnica, Rudanka, Stanovi, Dragalovci, Ukrina, Snjegotina, Joavka, Celinac, Vrbanja and Banja Luka. Projects along the Corridor Vc consist of following: • Completion of the existing interlocking system at the station Samac • Completion of the existing interlocking system at the station Modrica • Completion of the existing interlocking system at the station Koprivna Gornja • Interlocking of the station Sevarlije, which contains the following: – Station signalling devices with interstation dependence system Sevarlije – Doboj on both tracks, along with procurement and laying of cables for local telephony – Electric point heating system – Power supply system from the OCL and distribution network – Low-voltage cable network and energetics – Revitalization of the station building with adaptation of the technical rooms – Rehabilitation of the station tracks according to the requirements for installation of signalling devices It is estimated that the Construction Contract will have duration of 12 Months plus Defect Notification Period of 12 months. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following requirements: Financial Situation Historical financial performance The audited balance sheets for the last five (5) years (i.e 2008, 2009, 2010, 2011 and 2012) shall be submitted and must demonstrate the soundness of the Tenderer's financial position, showing long-term profitability. Where necessary, the Employer will make inquiries with the Tenderer's bankers. Average Annual Turnover The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 years (i.e.2008, 2009, 2010, 2011 and 2012) of not less than 30 mill EURO equivalent. Financial Resources The Tenderer shall complete Attachment 2, Financial Information, provided in Section IV, Tender Forms, and demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 6 (six) months, estimated as not less than 7 mill EURO equivalent, taking into account the applicant's commitments for other contracts. Experience The Tenderer, in the capacity of prime contractor, must have successfully completed (the Taking-Over Certificate has been issued) at least 2 projects (each project of minimum EUR 30 million value) contracts of a nature and complexity comparable to the proposed contract, over the last 5 years 2008, 2009, 2010, 2011 and 2012. The Contracting Authority reserves the right to ask for copies of the respective taking-over certificates signed by the supervisors and/or contracting authority of the projects concerned (for projects completed in the 2012, a copy of the provisional acceptance certificate will be considered as sufficient).
