(former KORIDOR 10 d.o.o.) Beograd hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the World Bank (WB), European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) towards the cost of Corridor X Highway Project.<br /> <br /> Employer now invites sealed bids from eligible bidders for:<br /> <br /> LOT 1: Construction of Highway E80, Road and bridges at sub-section Prosek-Bancarevo (approximate length 9.4 km, full profile, 10 bridges, with 720 days construction period);<br /> <br /> LOT 2: Construction of Highway E80, Road and bridges at sub-section Bancarevo-Crvena Reka (approximate length 13.1 km, full profile, 5 bridges, with 720 days construction period);<br /> <br /> LOT 3: Construction of Highway E80, Tunnel Bancarevo (tunnel with two tubes and two traffic lanes, with approximate total length of 750m, with 720 days construction period).<br /> <br /> Bids are invited for one or multiple LOTs. Each LOT must be priced separately. Bidders have the option to bid for anyone or more LOTs. Bids will be evaluated taking into account discounts offered for combined LOTs. The award will be made to the lowest evaluated substantially responsive bid provided the bidder meets the post-qualification criteria. If a bidder is successful for more than one LOT, but does not meet the combined post qualification criteria for all such LOTs, the Employer will decide which LOT(s) will be awarded to the successful bidder based on lowest evaluated total cost to the Employer of all LOTs and up to the capacity limitation of the bidder i.e. for one or more number of LOTs for which the bidder meets the combined post qualification criteria.<br /> Post-qualification requirements are given in the Bidding Documents and include among other:<br /> Average Annual Turnover<br /> Minimum average annual turnover, calculated as total certified payments received for contracts in progress of completed, within the last three (3) years, of:<br /> 60 000 000 EUR for LOT 1<br /> 80 000 000 EUR for LOT 2 and<br /> 25 000 000 EUR for LOT 3<br /> Financial Resources<br /> The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:<br /> (i) the following cash-flow requirement:<br /> LOT 1: 10 000 000 EUR<br /> LOT 2: 15 000 000 EUR and<br /> LOT 3: 5 000 000 EUR<br /> (ii) the overall cash flow requirements for this contract and its current commitments.<br /> General Experience<br /> Construction experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years prior to the bid submission deadline, and with activity in at least nine (9) months in each year.<br /> Specific Experience<br /> (a) Participation as contractor, management contractor, or subcontractor, in at least one (1) contract within the last five (5) years, with a value of his participation in the contract of at least:<br /> LOT 1: 60 000 000 EUR<br /> LOT 2: 80 000 000 EUR<br /> LOT 3: 25 000 000 EUR<br /> that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on physical size, complexity, methods/technology (additionally for LOT 3: should include substantial completion of at least one tunnel of not less than 700 meters, complexity, methods/ technology (using NATM)), or other characteristics as described in Section VI, Works's Requirements.<br /> Above mentioned requirement means completed contracts and also those in progress but which are at least 80% completed.<br /> (b) For the above or other contracts executed during the period stipulated in (a) above, a minimum experience in the following key activities in any one of last five (5) years:<br /> LOT 1<br /> 1. earthworks and rock excavation 750.000 m3/year<br /> 2. asphalt production and placement 70.000 t/year<br /> 3. structural concrete production and placement 20.000 m3/year<br /> LOT 2<br /> 1. earthworks and rock excavation 1.200.000 m3/year<br /> 2. asphalt production and placement 70.000 t/year<br /> 3. structural concrete production and placement 15.000 m3/year<br /> LOT 3<br /> 1. earthworks and rock excavation 200.000 m3/year<br /> 2. structural concrete production and placement 15.000 m3/year<br /> 3. at least 1 tunnel of minimum length 700m for two lanes road.<br /> <br /> Remark: If bidding for more than one LOT, the Bidder must meet cumulative requirements.<br /> <br /> Bidding will be conducted through the international competitive bidding procedures (with two stage opening).<br /> <br /> Interested eligible bidders may obtain further information and inspect the bidding documents from the Employer at the address below, during office hours i.e. 10:00 to 15:00, local time (GMT+1).
