2015/S 114-205911 REQUEST FOR EXPRESSION OF INTEREST Country: Republic of Serbia Project: Digital Switchover Project Sector: Information Communication Technology Project ID: 7930-EOI-46114 Funding Source: EBRD Contract Type: Consultancy Services Notice Type: Request for Expressions of Interest Issue Date: 10 June 2015 Closing Date: 07 July 2015 (10:00 hours Belgrade time) This Request for Expressions of Interest (REoI) follows the General Procurement Notice (GPN) for this project, 7280/7867-GPN-46114, published on the Bank's website on 14 February 2014 and updated on 28 April 2015. The European Bank for Reconstruction and Development (EBRD or the Bank) has provided an EUR 31 million, sovereign guaranteed loan to a public company JP Emisiona Tehnika i Veze (ETV) for the purpose of financing the second phase of the switchover from analogue to digital TV and radio broadcasting in Serbia (DSO or the Project). ETV is a public company incorporated in October 2009 for the purpose of implementing DSO and managing the national TV broadcasting infrastructure in Serbia. ETV has been set up to ensure equal quality of and access to the new digital network to all broadcasters, either public or private. The Project is implemented by ETV jointly with the Ministry of Trade and Telecommunications (MoTT) and supported by other stakeholders such as RATEL, the telecom regulator. ETV intends to apply a part of the proceeds of the loan to a consultancy contract for consulting services for the supervision of the civil works to be executed under the project. The civil works will be undertaken at 88 locations in Serbia, which includes 18 sites which require the construction of a new antenna tower, repair of buildings, ventilation and other related works and 70 sites which require repair of buildings, ventilation and other related works. Two of the proposed sites, Sombor and Kikinda, are both green field construction sites with an area of approx. 150 m2, mast of ~ 105m high, which require works pertaining to electricity connection, road and additional infrastructure and fencing (a full list of the sites, their locations and brief details of the work to be undertaken at each site may be obtained upon a written request to ETV). The Consultant will be required to undertake the role of the Engineer as defined in the FIDIC Conditions of Contract for Employer Designed Works (the Red Book) and shall perform the duties and authority of the Engineer as specified or implied in the civil works contract. The services to be provided under the assignment shall include, but not be limited to: (a) the establishment of systems of managerial control for civil works contracts, (b) the Engineer's administration of the contract, (c) control over estimated works quantities and contract outcome costs, in monitoring the progress of the works and technical records; (d) control and acceptance of contractor's interim and final payment certificates; (e) the acceptance and/or approval of contractors' key staff, insurances, guarantees, licences, programs, method statements, safety measures, suppliers and materials for incorporation in the works, the quality assurance and control plans, laboratory provisions and execution of the testing program, subcontractors, plant, equipment and environmental protection; (f) direct supervision of the works and monitoring of progress; (g) the preparation of progress, technical and contractual reports, (h) execution of the control tests of all materials intended for incorporation into permanent works and the all executed works. Assignment Start Date and Duration: The expected implementation period for the civil works contract as well as the respective supervision services is 12 months (6-8 months for civil works and 4-6 months for the Defect Notification Period), expected to start in the third quarter of 2015. Eligibility: There are no eligibility restrictions. The Bank permits consultants (individuals and firms, including Joint Ventures and their individual members) from all countries to offer consulting services for Bank-financed projects. However, the proceeds of the loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with extensive experience in the sector, having successfully delivered similar consultancy services under at least three projects of similar magnitude in the last 3 years. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The Consultant shall be responsible for mobilisation of qualified engineers, technicians and other professional staff with the proven experience in the administration, management, and most importantly supervision of similar construction works. Where staff does not speak the local language, interpretation and translation will be the responsibility of the Consultant. The Consultant needs to possess a valid licence for design of objects height above 50m, licence P203G1 or a valid licence for construction of objects height above 50m, licence I203G1. Both licences are issued by relevant Ministry of Republic of Serbia (Ministry in jurisdiction of construction). Possession of valid licence P091A1 (licence for design of objects in national park areas) or licence I091A1 (licence for construction of objects in national park areas) is not mandatory but is recommended since those licences are necessary for supervision of works on few locations. Consultant's Team: The Consultant shall employ experienced supervision staff with a good knowledge of the local design and construction laws and regulations to ensure compliance with the Serbian laws and regulations. It is expected that the Consultant's team shall include the following expertise: &bull; Key expert 1: Senior Project manager of CW supervision &bull; Key expert 2: Senior Civil works (construction or architectural) engineer &bull; Key expert 3: Senior Electrical Engineer The experts' detailed knowledge and characteristics is described below: &bull; Key expert 1: Senior Project manager of CW supervision The expert should demonstrate through his/her CVs the following knowledge and professional characteristics: Qualifications and skills: - Education at least University degree (where a university degree has been awarded on completion of at least four years of study in a university or equivalent institution) in a field relevant to this assignment (e.g. constructional, architectural, electrical or mechanical engineering or similar) - Excellent organisational, coordination, facilitation and presentation skills - Communication, teamwork and reporting skills General professional experience - At least 8, preferably 12 years of postgraduate professional experience in a field relevant to this assignment, preferably including dealing with project management of civil works supervision projects Specific professional experience - Successfully managed at least 5, preferably 8 civil works supervision projects Language skills - Fluency in English language, both written and spoken &bull; Key expert 2: Senior Civil works (construction or architectural) engineer The expert should demonstrate through his/her CVs the following knowledge and professional characteristics: Qualifications and skills: - Education at least University degree (where a university degree has been awarded on completion of at least four years of study in a university or equivalent institution) in constructional or architectural engineering or similar - Excellent organisational, coordination, facilitation and presentation skills - Communication, teamwork and reporting skills General professional experience - At least 8, preferably 12 years of postgraduate professional experience in a field relevant to this assignment, preferably including civil works supervision projects Specific professional experience - Successfully worked on at least 5, preferably 8 civil works supervision projects Language skills - Fluency in English language, both written and spoken &bull; Key expert 3: Senior Electrical Engineer The expert should demonstrate through his/her CVs the following knowledge and professional characteristics: Qualifications and skills: - Education at least University degree (where a university degree has been awarded on completion of at least four years of study in a university or equivalent institution) in electrical engineering or similar - Excellent organisational, coordination, facilitation and presentation skills - Communication, team-work and reporting skills General professional experience - At least 8, preferably 12 years of postgraduate professional experience in a field relevant to this assignment, preferably including civil works supervision projects Specific professional experience - Successfully worked on at least 5, preferably 8 civil works supervision projects Language skills - Fluency in English language, both written and spoken. In addition, the proposed experts (combined key and non-key) must possess the following engineer licences (all enlisted licences are necessary for Consultant to be able to do the work in scope of this tender under Serbian legislation): 1. Licence number 310 (Chief designer for constructions of buildings, civil engineering and hydro construction) or 410 (Responsible Contractor of civil engineering structures and construction - craft works in building construction, civil engineering and hydro construction) 2. Licence number 350 (Chief designer of electrical installations of low and medium voltage) or 450 (Responsible contractor of electrical installations of low and medium voltage) 3. Licence number 353 (Chief designer of telecommunication networks and systems) or 453 (Responsible Contractor of telecommunication networks and systems) 4. Licence number 330 (Chief designer of thermodynamics, thermal power, process and gas engineering) or 430 (Responsible Contractor of thermodynamics, thermal power, process and gas engineering) 5. Licence number 381 (Executive Engineer for Energy Efficiency in Buildings) 6. Licence number 314 (Chief designer of hydro-technical facilities, plumbing and sewage systems) or 414 (Responsible Contractor of hydraulic structures and water and sewage installations) 7. Licence number 300 (Chief designer of architectural projects, design of vacant space and the interior water and sewage) or licence number 400 (Responsible Contractor of buildings and internal plumbing and sewage) Note: At the moment of EoI submission, at least licences equivalent to those awarded by the Serbian Chamber of Engineers are required to be provided. Prior to contract signature all licences must be issued and approved by the Serbian Chamber of Engineers and valid. Failure of the highest ranked consultant to present such within reasonable time during contract negotiations may lead to terminating the negotiations and proceeding to second highest ranked consultant, and so on. Cost Estimate: The estimated cost of the assignment is EUR 295,000 (exclusive of VAT). The Consultant will be required to determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed. Submission Requirements: In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following: a) A brief overview of the firm/group of firms including company profile, financial information, organisation and staffing; b) Details of similar experience of firm or group of firms and related assignments undertaken in the previous three years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives; and, c) CVs of key experts who would be engaged to carry out the assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives. The Shortlisting Criteria: &bull; Up to 35% of the total score for the firm's experience and capacity to carry out the assignment (including of up to 5% of which allocated towards the possession of P091A1 or I091A1) &bull; Up to 5% of the total score for the local presence of the Consultant in Serbia and experience with projects in the region. &bull; Up to 25% of the total score for the relevant experience, achievements of the proposed Senior Project Management Expert. Ability to work in local language is a plus and fluency in English is required. &bull; Up to 20% of the total score for the relevant experience, achievements of the proposed Senior Civil works engineer (key expert 2). &bull; Up to 10% of total score for the relevant experience and achievements of the proposed Senior experts for key expert position 3. &bull; Up to 5% of total score if proposed key experts possess (combined) 50% or more (at least 4) out of required 7 engineer licences. It is preferable (but not compulsory) that the Expressions of Interest should not exceed 25 pages (excluding CV). The Expressions of Interest (one original and one electronic copy) shall be submitted in the English and Serbian language (if a tenderer wishes to submit the attachments such as brochures, they may be submitted only in the English language. Expressions of interest must be delivered in a written form to the address below (in person, or by mail) by 07 July 2015 10:00, Belgrade time. Note: Following this shortlisting exercise, a consulting firm will be selected based on an evaluation of the shortlisted firms' company profile, proven experience, current expertise related to the assignment and proposed key staff and the selected consulting firm will be invited to directly negotiate the contract with ETV. It should be noted that whilst the selected consulting firm will not be required to submit a detailed technical and financial proposal, it may be required to submit a brief proposal prior to the contract negotiation phase.
